The Doctoral studies represent the third cycle of studies offered by (and awarded by) the University of Bucharest in partnership with the Institute for Cultural Diplomacy with the purpose of expanding knowledge through original scientific research. They allow the acquisition of a level 8 qualification according to The European Qualifications Framework and to The National Qualifications Framework.
The main field of the Ph.D is International Relation, with the subfield in Cultural Diplomacy. It consists mainly in a research that you are doing with a direct supervision of a Ph.D. supervisor.
The program is a 3 year’s program; as once you've been accepted to the Ph.D., you will be required to start the program with the courses of Cultural Diplomacy for 1 academic year (2 semesters), in Berlin. In course of the semesters, 7 disciplines are conducted followed by exams for each of the courses. In addition, during the first year, a commission of professors will guide the students with their research. At the end of first academic year of the PhD, students will be required to elaborate the first research report on their specific chosen topic and the commission of professors and, in particular, the student’s individual supervisor, will guide the student with the direction of your thesis;
During the second and third year of the Ph.D program students are not obliged to attend the doctoral school and are free to choose their location, but are required to stay in close and direct contact with the thesis supervisor and to present twice of each year a progress report with regards to the Ph.D thesis;
In the third year of the doctoral program, students are required to complete the thesis, and, once it has obtained the approval of the guiding commission and of the individual supervisor, students will submit their thesis for the public defense, which will take place in about 2-3 months after the thesis has received the approval;

Dates & Deadlines:
Program Start for Summer Semester: June 27th, 2014
The deadline for fall semester admissions is June 25th, 2014. Students who have submitted their applications in full by June 25th, 2014 will be eligible for an interview. Applicants will be notified of the admission committee's decision within a period of 7 days following the interview.
* Current undergraduate students (who are due to graduate in the summer of 2014 towards fall enrolment) are able to submit an application and participate in the pre-enrollment process, by submitting a confirmation of their current studies and their transcripts.

Program Curriculum
The program is a 3 year's program; the first 2 academic semesters are conducted in Berlin and composed of courses on Cultural Diplomacy. In addition, during the first 2 academic semesters, the students will undergo a Professional development program and a commission of professors will guide the students with their research. At the end of first academic year of the PhD, students will be required to elaborate the first research report on their specific chosen topic as the commission of professors and, in particular, the student's individual supervisor will guide the student with the development of the thesis.

Audience: Individuals studying for a PhD Program in International Relation & Cultural Diplomacy will represent a diverse range of cultural and academic backgrounds, and will have consistently demonstrated academic excellence and leadership. Candidates will include recent MA graduates as well as young professionals who combine strong academic backgrounds with significant work experience
Lecturers: The Center for Cultural Diplomacy Studies Academic Board is composed of professors, high profile politicians and experienced professionals from the public and private sectors. Our Faculty includes university professors, diplomats, politicians, business executives, civil society leaders, media representatives, mediators/ conflict management experts and other high-profile individuals from prestigious institutions.
Requirements:
To apply for the PhD Program in International Relation & Cultural Diplomacy, individuals should ensure that an online application form is submitted to the ICD (the online application can be found on the ICD's website).
Once applying online, the applicant will receive an e-mail, indicating the application reference code and outlining the next steps of the application. * Please do not send the supporting documents up until you have received this e-mail

Official Undergraduate/Graduate Degree Transcript
• An original copy of your official undergraduate and graduate degree transcript should be sent to the ICD.
* Current graduate students (who are due to obtain their MA Degree in the Spring of 2014 towards Summer Semester start or are due to graduate in summer of 2014 towards the fall enrolment) are able to submit an application and participate in the pre-enrolment process, by submitting a confirmation of their current studies and their transcripts.
Passport Copy
• A scanned copy of your passport photo identification page should be sent to the ICD. Please note: the information on your passport should be clearly legible.
Personal Statement
• All applications are asked to submit a personal statement of no more than 700 words explaining their motivation for obtaining an PhD Program in International Relation & Cultural Diplomacy, and what they will bring to the program.
Curriculum Vitae (Resumé)
• Please send a copy of your curriculum vitae, which should be no longer than 2 pages. This should include information on your academic background (institutions attended, courses studied), your hobbies and interests, any awards or scholarships received, and your full contact details.
Letters of Recommendation(s) (optional)
• The ICD and Bucharest University recommend applicants submit at least one letter of recommendation from an individual who is familiar with your performance as a student and/or employee (recommendations from friends and/or family members will not be considered). It is suggested that at least one referee be a professor from the institution that awarded your undergraduate or graduate degree.
Research Proposal
• The applicant will be sent a Document, listing 5 general Themes and Bibliography and will be required to send a proposal for a research project on a subject from the field of cultural diplomacy, within/related to the 5 themes, and his/hers own interests and passions of your past Professional Experience and/or Studies. The proposal should not exceed 5 pages, as there are no further restrictions with regards to the Format of the paper. The main aim of the Paper is to learn about the specific interests of the candidate of a specific topic within the field.
* Possible Bibliography is sent to the applicant, once applying.
All courses will be taught in English, and proficiency in English is therefore a pre-requisite for application. Test (TOEFEL or similar) or a proof attests that the applicant has studied at least one semester in English is sufficient for proving the level of English.
Funding:
Scholarships & Financial Aid
Scholarships, equaling up to 10% deduction of tuition costs are available for students based on educational excellence and financial need. Although each scholarship request will be evaluated on an individual basis, students are expected to have an above-average grade point of 4.5 (of 5.0) in order to qualify for a grant.
The Financial Aid application is a two-step process. Students interested in applying for a scholarship are required to submit their initial aid application request as soon as they have formally applied to the program, completed the first step of the application, and have been accepted into the program. Scholarships are determined for the second and 4th semesters.
Accreditation:
The PhD Degree is awarded by the University of Bucharest, which is recognized as a fully accredited institution of higher education with the right to award university degrees.
The University of Bucharest is accredited through the Ministerul Educatiei, Cercetarii, Tineretului si Sportului, România (Ministry of Education, Research, Innovation and Sport of Romania), which is the governmental ministry responsible for determining the policies and direction of the educational system in Romania. The Ministry is further responsible for coordinating university efforts to prepare for the accrediting agency's periodic site visits and reviews. The University of Bucharest is further monitored by The Romanian Agency for Quality Assurance in Higher Education (ARACIS), an autonomous public institution of national interest, whose main mission is the external evaluation of the quality of Romanian higher education. ARACIS is a full member of the European Association for Quality Assurance in Higher Education (ENQA) and is registered in the European Quality Assurance Register for Higher Education (EQAR).
The University of Bucharest is part of the Bologna Process set in place by the European Commission, and uses the European Credit Transfer and Accumulation System (ECTS) to award degrees.
